The Bundesbank, which is the second-largest hoarder of gold behind the United States, said it would sell no gold apart from 6.5 tonnes to the German finance ministry, as already agreed. "The remaining sales quota will be offered in its entirety to other central banks taking part in the gold agreement," the Bundesbank said in response to a Reuters inquiry. Under the terms of a five-year deal between 15 European central banks, the Bundesbank can sell 120 tonnes of gold a year but has consistently passed on most of its quota to other institutions and sold only enough bullion to mint coins. The Bundesbank holds 3,400 tonnes of gold, worth about $95 billion at today's prices. Gold was trading around $873 an ounce on Monday and has been helped by investors seeking a safe haven from market turbulence, although prices remain short of the lifetime high of $1,030.80 an ounce hit in March. The final year of the agreement began on Sept. 27. In the fourth year, central banks were estimated to have sold about 320 tonnes of gold, well short of the 500-tonne annual limit. Putting aside the quarterly revaluation effect, a fall in “gold and gold receivables” of E157Mm was reported – 7.79 tonnes at the new book value. Last week’s total was only 0.74 tonnes. This is the first time in many weeks the amount disposed of has approached the 9.6 tonnes notionally required if the WAG2 quota were to be evenly sold throughout the year. More interesting is the ECB comment that the amount reflected: “…first, the sale of gold by one Eurosystem central bank (consistent with the Central Bank Gold Agreement that came into effect on 27 September 2004) and, second, the refining by a Eurosystem central bank of gold coin and bars into fine gold bullion.” This implies that the sale was larger than E157Mm, and that the second Central Bank was not declaring “gold bar and coin” which was not good delivery as part of its gold Reserves. | encore 7.79 tonnes d'or vendues par 2 banques centrales signataires du wag source www.lemetropolecafe.comThe ECB’s weekly statement indicated a decline of 153Mm in "gold and gold receivables" on its consolidated balance sheet, said to be the result of sales by two banks. This is 7.59 tonnes at the new book value. Last week’s sale was 7.79 tonnes. The pace has picked up, but is still below the 9.6 tonnes notional rate which would the weekly average of the 500 tonne annual quota. For the reporting period ending 11/14/08, the ECB sold 10,000,000 Euros of gold which works out to 0.50 tonnes. For the last 4 weeks, the net ECB gold sales were 0.60 tonnes. The comparable period sales in 2005, 2006, and 2007 were 51.11 tonnes, 29.97 tonnes, and 30.01 tonnes, respectively. The ECB may be making a political statement to the US with the huge drop off in gold sales just prior to the G-20 meeting. This was attributed to a sale by one captive CB and a “net sale” of coin by another. Last week the sale was 0.5 tonnes. The ECB group continues to run far below the 9.6 tonne average required if the WAG2 quota were to be sold evenly. Last week’s total was 7.76 tonnes. On its face, an ECB Bank has resumed sales – weekly sales amounts have been insignificant for some time. Of course, the amount is still below the 9.6 tonnes which would be notionally required to evenly fill the WAG2 quota, but there is nothing to stop a selling CB disposing of much more in a week if it chose. This is 10.86 tonnes, and compares to 8.3 tonnes the previous week and 7.76 tonnes the week before that. As noted previously, it looks as if a captive CB has started a gold sales program. This is the first time in many weeks that the sales volume has exceeded the notional 9.6 tonnes which is the implied average if the WAG2 quota were to be sold evenly – not that that is obligatory. (The previous two weeks had a presumably small offset in the form of net purchases of gold coin by another captive CB.) et une remarqueTRES interessante What also caught my attention was how much the ECB has accelerated its sales the past few weeks. They have gone from selling an average of 1 to 2 tonnes up to a bit more than 8. The Gold Cartel must have called in a few favors. But the key point of the note is that this 38 tonnes of selling is dwarfed over a two month period by the 249 tonnes the GLD has supposedly bought over the same time period of time Hmmm. Potentially more significant, this is the first time that I can remember that the ECB announcement has referred to a "purchase of gold" by a captive CB, rather than dismissively (as in the last two weeks) to "a net purchase of gold coin". Could it be that a captive CB has actually started a buying program, offsetting the selling one that seems to have been running? It is a long time since any European CB broke ranks and purchased a significant amount of gold. Of course, it could be just sloppy reporting by the ECB. That has happened before.
