It is a dream find as far as GATA is concerned. As one
in our GATA camp says...

"Absolutely perfect for GATA. It's like the base paper
written by the feds to explain what the feds need to do
to intervene in the foreign exchange markets, and it is
not too difficult from this paper to take it to the
next step -- intervention in the gold market. Most of
the things we have been contending with are in this paper.

"It's interesting in a number of respects. It's basically
an early position paper on how the Treasury and the Federal Reserve would intervene in foreign currency and gold markets, and the impact those intervention would have on the Fed's
role of managing domestic monetary policy."

There will be a more detailed analysis of this report
by the GATA camp in the days ahead.

This document is a real BOMBSHELL! It is the basic Cartel Play Book. It covers how the FED could intervene in the currency market and deliberately obfuscate their actions by delaying or avoiding releasing information. It discusses how Congress and Appropriations procedures could be bypassed! It discusses how by using forward market transactions the ESF fund could be leveraged to get more manipulative power. Remember this was in the days before derivatives. It is clear how the temptation to use ESF funds in the derivative market would have been irresistible once derivatives became available tools.
It even talks about getting more funds by drawing on IMF funds...is this a reference to using IMF gold?
The discussion of the requirement for secrecy is very revealing when they are talking about taxpayers money and the currency of the American people.
This was not a document discussing missile defenses against the USSR...it is a document that discusses currency manipulation! The requirement for secrecy was NOT for national strategic purpose...it was because they knew they were proposing something that is blatantly illegal!
It should also be remembered that the exchange value of the dollar is NOT under the legal purview of the Federal Reserve and based on that Greenspan always refused to answer questions before Congress about the dollar's value saying that their remit was full employment and price stability. Here is a document of how to manipulate the dollar exchange value and hide it from the people...sent to the CHAIRMAN OF THE FEDERAL RESERVE!
I need to study this some more but I wanted to pen my initial reactions to this stunning document.
